Bowie, MD Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Bowie City Code § 22-10 makes it unlawful for any person to obstruct a City sidewalk with merchandise, wares, or other materials or objects of any kind, a rule that reaches sidewalk sale racks, vendor carts and stacked inventory outside a storefront in the City of Bowie. Section 22-11 goes further, barring anyone from erecting or maintaining a building, facility, equipment, tent, or other shelter on, under or over any alley, street, road, sidewalk or right-of-way unless the City Manager has issued a permit; § 22-11A confirms that any such permit is in addition to, not in place of, any separate City fee, lease or franchise charge for using City property.
