Corvallis, OR Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 5.03.100.020.01 bars any person or group from preventing, impeding, or obstructing pedestrian or vehicular traffic on a public way except as authorized by the City Manager or otherwise permitted by law, and requires anyone violating it to disperse when lawfully ordered by a police officer. It carves out merchandise or equipment deliveries, capped at 15 minutes on any public way, and utility repair workers, with no time limit. Section 5.03.100.020.02 requires anyone leaving an obstruction on a public way overnight, from sunset to sunrise, to mark it with a warning light visible for at least 200 feet in all directions, unless the City Manager waives the requirement.

Section 5.03.100.020.03 separately bars storing or keeping trailers or personal property on any public way, though it does not stop loading or unloading a vehicle for a reasonable time or parking incidental to travel. Section 5.03.100.020.04 requires anyone owning or caring for property abutting a public way to trim vegetation to at least 8 feet above any sidewalk and 12 feet above any street or curb, and to keep the 2-to-8-foot band clear within the sight triangle formed by lines drawn 25 feet from an intersection corner; this vegetation rule extends to private property, not just the public way.

All four subsections are Class A Infractions, and Section 5.03.100.010 defines 'public way' broadly to include the full right-of-way width of streets, alleys, bicycle and pedestrian paths, trails, and sidewalks.
