(a)Obstruction of movement in public ways. No person, after having been notified by a law enforcement officer that he or she is in violation of the prohibition in this section, shall occupy any portion of a public way or public place so as to obstruct or interfere with the flow of pedestrian or vehicular traffic thereon, whether such person does so alone or together with one or more persons, or with equipment or personal property of any nature, and whether such person does so by standing, sitting, lying, or in any other manner.( ... f)Sidewalk obstructions—After dark. No person, without a permit, shall place on the public sidewalks of the city between 11:00 p.m. and 5:00 a.m. any structure or object which may potentially represent a hazard or obstruction to any able-bodied or disabled person traversing any portion of said public sidewalk. This section shall not apply to items left on public sidewalks for refuse or recycling collection.

Eastvale Municipal Code Sec. 020 makes it unlawful, after notice from a law enforcement officer, to occupy any portion of a public way or sidewalk so as to obstruct or interfere with pedestrian or vehicular traffic, whether by standing, sitting, lying, or leaving equipment or personal property. without a permit if it could hazard or obstruct an able-bodied or disabled person passing by; refuse and recycling bins staged for collection are exempted. 020(g) declares any vehicle, object, structure, construction material or equipment left on a street, sidewalk, roadway, pedestrian way or bike path without written city permission a public nuisance.
If the responsible person is present, the code enforcement officer must first warn them and give an opportunity to remove the item before the city hauls it away. Exceptions exist for permitted parades and festivals, city-provided benches, wheelchairs and similar mobility devices, medical emergencies, and conduct authorized by a city permit or by the private property owner where the sidewalk abuts private land.

A violation of Chapter 8.08 is an infraction under Sec. 8.08.030, punishable by a fine not exceeding $100 for a first offense, $200 for a second offense within one year, and $500 for each additional offense within one year. Each day a violation continues is a separate offense.
