Fairfield, CT Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 99-8F, part of Chapter 99's conduct rules for transient merchants, bars conducting any solicitation in a manner that obstructs or prevents the free and convenient use of any street or sidewalk in Town; this binds every transient merchant whether or not they are exempt from the chapter's licensing requirement. The same conduct section separately bans selling spray string, stink bombs or substantially similar articles on any public street, sidewalk or other place under § 99-8G. Fairfield addresses sidewalk clearance more broadly in Chapter 91: § 91-2D requires the owner or occupant of premises abutting a sidewalk to remove any rubbish accumulation within 24 hours, with the Police Department charged under § 91-2E with enforcing that duty and the ice/snow removal duty adopted under C.G.S. § 7-163a.

Section 91-5 requires owners of land adjoining a right-of-way to cut hazardous vegetation, bushes, hedges, weeds, thistles or briars on Town direction when the Director of Public Works finds a traffic or fire hazard or public nuisance, with 10 days to comply before the Town does the work and bills the owner. Article III of Chapter 91 requires a Director of Public Works permit before constructing or replacing any curb, walk, or driveway apron in a Town-maintained street, so new sidewalk work that could otherwise create an obstruction is itself permitted and inspected before it happens.
