Grand Rapids, MI Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Grand Rapids Code § 4.20 bars anyone from occupying a street or sidewalk with construction materials, machinery, or any other obstruction unless permitted under § 4.21. § 4.21 requires a Temporary Occupancy Permit, a site plan, and a traffic control plan for any work that blocks a sidewalk or bicycle facility. At least six feet of clear pedestrian passage must be maintained in mixed-use commercial zone districts, and at least four feet in residential zone districts, with five feet reserved for bicyclists where a bike facility exists. Obstructed paths must be barricaded, lit at night, and kept ADA-compliant and free of snow, ice, and debris.
