Lehi, UT Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Lehi City Code § 8-2-3 makes it unlawful for anyone owning or controlling an automobile, farm machinery or other vehicle or thing to let it stand on a street, alley, sidewalk or public thoroughfare so as to obstruct it; the person must remove the obstruction immediately or face a class C misdemeanor. A separate provision, § 8-2-4, targets people rather than objects: it is unlawful to congregate about or upon a public sidewalk, stairway, doorway, window, or in front of a business, dwelling, theater, lecture room or church in a way that obstructs or interferes with the free passage of people entering, leaving or occupying the premises, also a class C misdemeanor.

Enforcement runs through the city's general penalty scheme at § 1-4-1: a class C misdemeanor or infraction carries a fine of up to $750 for an individual and up to $1,000 for a corporation, association or other business entity, plus the possibility of up to 90 days' imprisonment for an individual under § 1-4-1(B)(2). Because § 8-2-3 requires immediate removal, an officer can order a blocking vehicle or object cleared on the spot rather than simply issuing a citation and leaving the obstruction in place.

The rules apply citywide within Lehi's municipal limits, covering both the public sidewalk and the street/alley right of way abutting it, and are separate from the city's sidewalk-cleaning duty in § 8-2-6, which addresses debris and snow rather than active blocking or crowding.
