Lexington-Fayette Urban County Government enforces sidewalk obstruction rules primarily through Section 16-30 of the Code of Ordinances and Chapter 17 (Streets and Sidewalks). Section 16-30 makes it unlawful to allow any tree, bush, vegetation, or items such as basketball goals to obstruct the view of a street or passage on a sidewalk. Property owners adjoining public sidewalks bear responsibility for maintaining clear and safe pedestrian access along their frontage, including trimming vegetation so it does not encroach into the pedestrian path. Trees overhanging streets must be maintained to at least 14 feet of vertical clearance to allow street sweepers and emergency vehicles adequate access. Bushes and landscaping cannot extend into the sidewalk zone or block sightlines at intersections. Chapter 17 also regulates openings in sidewalks (Section 17-25), requiring property owners who create or maintain openings such as cellar doors or utility access points to keep them safe and properly covered. Prohibited conduct on sidewalks is addressed in Section 17-29.3, which restricts activities that impede normal pedestrian movement. Placing merchandise, signs, construction materials, or dumpsters on a public sidewalk without authorization constitutes an obstruction violation. Property owners who fail to clear obstructions after notice may face fines under KRS 65.8836 enforcement authority. The right-of-way typically extends from property line to property line, and the sidewalk within the ROW is a public responsibility even though adjacent owners maintain it.
