1 only takes effect once the urban county council has passed a resolution establishing a specific residential parking permit area and LFUCG has posted signs announcing it, the restriction doesn't exist anywhere until both steps happen. Inside a designated area, any vehicle without the resolution's authorized permit is limited to whatever time period the posted signs specify; overstaying that limit, or parking without a permit at all, is treated the same as parking in any other posted no-parking zone: the vehicle is declared a public nuisance, and a police officer, safety officer, or a parking control officer employed by the Lexington and Fayette County Parking Authority can have it towed to an impound depository at the owner's expense.

The section also polices the permits themselves. A permit holder directed to surrender the permit and who refuses violates the section, as does anyone who displays a permit on a vehicle not entitled to it, the ordinance treats the mere display as the prohibited 'representation' of entitlement, and duplicating a permit by any means, or displaying a duplicate, is its own separate violation. Fines run from $8 up to $50 per violation; if a citation goes unpaid for 30 days, the minimum jumps to $16, still capped at the $50 ceiling set by the section.
