Section 18-128 of the Code of Ordinances, in the Traffic chapter's parking division, targets nuisance created by trucks and trailers that haul cattle, other livestock, offal, manure, or any other offensive material. The ban is not limited to residential streets or a downtown zone: it reaches 'any street in the urban county,' meaning it applies citywide across the merged Lexington-Fayette Urban County Government. The trigger is functional, not categorical: a hauling vehicle is prohibited from parking only 'at any time when such vehicle by reason thereof gives off offensive odors or attracts flies or other insects,' so a clean, odor-free trailer that once carried livestock is not automatically swept in.

The single carve-out lets such vehicles park within one hundred yards in either direction of the entrance to any licensed stockyard in the urban county, recognizing that stockyard-adjacent streets already function as loading areas. Enforcement runs through the police department's safety officers: Section 18-47(b)(2), which lists the Code sections safety officers may cite, expressly names 18-128 among the parking and traffic offenses they are authorized to enforce without a sworn police officer present. Any fine collected on conviction is paid to the division of revenue under Section 18-163, unless the Lexington and Fayette County Parking Authority holds enforcement power over that particular violation, in which case the money goes to the Parking Authority instead.
