Lincoln prohibits obstructing streets, alleys, and sidewalks under LMC Chapter 14.40. Section 14.40.010 requires that streets, alleys, and sidewalks be kept clear, with penalties for violations. Placing objects, equipment, or materials on sidewalks without a permit is prohibited. LMC 14.40.030 establishes a permit process for private use of sidewalks or streets. The city may issue notices to remove obstructions under LMC 14.40.060, and if the owner fails to comply, the city may remove obstructions and charge costs to the responsible party under LMC 14.40.070. Gasoline pumps, buildings, and affixed objects in the public right-of-way are specifically addressed in LMC 14.40.050 through 14.40.090.
