Los Banos, CA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 4-5.16 of the Los Banos Municipal Code prohibits placing any cord, rope, barrier, or other such object on or across a City sidewalk, street, alley, or other right-of-way unless the act is otherwise permitted by law or specifically approved by the City Council or by a City employee the Council has authorized to give that approval. The rule sits inside Chapter 5 of Title 4, Traffic, alongside a companion ban in Section 4-5.15 on moving, adjusting, or removing a barricade pattern erected to regulate vehicle or pedestrian traffic, and Section 4-5.13's separate prohibition on removing, obliterating, or concealing a chalk mark, light, sign, paint, or other distinguishing marking placed by the City.

Together the sections mean a resident or business cannot rope off a stretch of sidewalk, string a barrier across an alley, or block a right-of-way for a yard sale, filming, or a private event without first getting Council or authorized-staff sign-off; City-approved closures for parades, construction, or utility work are instead handled under the emergency and special-event authority the Police and Fire Departments hold under Section 4-5.11, which lets officials close streets and sidewalks, prohibit parking, and post temporary signs when responding to an emergency or special circumstance.

The Chief of Police enforces Chapter 5 under Section 4-5.04. Because Section 4-5.16 is not one of the standing or parking provisions carved out in Section 4-5.02(b), a violation is prosecuted as an infraction punishable under the general penalty provisions of Title 1, Chapter 2, rather than drawing the civil parking penalty that applies to stopping and standing violations.
