Louisburg, KS Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

City Code Section 13-110, in Chapter 13's sidewalks article, makes it unlawful for any person to build or construct a step or other obstruction, whether temporary or permanent, on a sidewalk or other public way in Louisburg. The same section separately bars storing, leaving, or allowing to be left implements, tools, merchandise, goods, containers, benches, or display and show cases on a sidewalk, and it prohibits obstructing a sidewalk longer than necessary for loading or unloading an article. The rule reaches both structural encroachments, like a step built into the public way, and everyday clutter such as a retailer's sidewalk display left out overnight.

A narrow exception exists under the neighboring Section 13-111: the Governing Body may issue a temporary permit letting an abutting owner use or encumber a sidewalk during construction of a building or improvement, but only after the owner or contractor submits plans for warning and safeguarding pedestrians and the Governing Body approves them. Chapter 13 sets no obstruction-specific fine, so an obstruction violation falls under the general penalty in Section 1-116: a fine of not more than $499, imprisonment of not more than 179 days, or both.

The Police Department, which enforces Chapter 10 offenses citywide, is the practical enforcement contact for a sidewalk blocked by unattended merchandise or an unpermitted structure.
