Mebane, NC Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Under Section 28-82 of the Code of Ordinances, City of Mebane, North Carolina, no person may place goods, wares or merchandise for display or sale on a city sidewalk, or let such goods extend out onto one. Section 28-83, in the same Article III (Obstructions) of Chapter 28, separately forbids leaving brick, stone, wood or any other substance that blocks the free passage of persons and vehicles in an alleyway, street or other route, and bars placing unauthorized boxes, crates, casks or barrels, or any other obstruction, in a street, sidewalk or alleyway.

The section carves out one exception: a person erecting a building may stage building material for immediate use in the street, with permission, as long as it does not interfere with usual traffic. The same Article III also reaches related sidewalk hazards the city treats separately, including grass and shrubbery clippings left on a street or sidewalk (Section 28-84) and unprotected excavations near a sidewalk during construction (Section 28-85). Because Chapter 28 does not set a specific penalty for Sections 28-82 or 28-83, enforcement falls to the Code's general penalty in Section 1-6: a civil penalty of $500.00 per citation, with an additional $100.00 penalty if the violator does not respond or pay within 15 days, and each day the obstruction remains can be charged as a separate offense.

The city clerk's office processes citations, and unpaid penalties can be pursued as a civil debt action in court. A business that wants to display merchandise or store equipment outdoors should keep it off the sidewalk and public right-of-way entirely rather than relying on the narrow construction-material exception.
