Omaha, NE Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Omaha Municipal Code § 43-151 requires a permit from the public works department before anyone obstructs or occupies a street, alley, or public sidewalk, applied for online at ParkOmaha.com. Legally parked vehicles are exempt, as are mobile obstructions lasting an hour or less and residential-area work lasting 48 hours or less. Sidewalk access must stay open on at least one side of the street, or a posted ADA-accessible detour plan is required. Under § 43-154(d), obstructing without a permit quadruples the fee that would have applied for the first 15-day period, and § 43-158 makes it unlawful to keep occupying the sidewalk or street past the permit's expiration or after the work is finished.
