Orangeburg County, SC Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 34-3(g) states plainly that it is unlawful for any person to dump, throw, drop, leave, or in any way deposit any litter on property belonging to another on or along any street, road, highway, curb, sidewalk, or public right-of-way except as authorized by county ordinances, rules or regulations, and separately bans throwing or depositing refuse into any stream or body of water in the county. This sidewalk and right-of-way rule sits inside the county's broader disposal-of-garbage-and-litter section, which also requires anyone hauling loose material on a public road to keep it covered (34-3(h)) and prohibits leaving litter where it can breed mosquitoes, vermin or rats (34-3(b)).

The rule applies to the unincorporated portions of the county unless a municipality has entered an intergovernmental agreement for the county to enforce it inside town limits (Section 34-1(e)). Enforcement runs through the Community Development division, sheriff's deputies, litter officers and state troopers under Section 34-7, and whenever litter is found containing something identifying a person, such as a letter or bill bearing a name, that is treated as evidence that person committed the violation (34-7(c)). 00 and possible vehicle forfeiture for a large one, plus court-ordered cleanup or community service.
