Phoenix, AZ Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

City Code § 31-9 makes it unlawful to drop, place, or leave brick, stone, gravel, sand, or other building material on any public street, alley, or sidewalk without immediately removing it, unless the Street Transportation Director gives permission. A separate clause bars placing, constructing, maintaining, or installing any minor encroachment in the public right-of-way unless authorized under Chapter 31. A companion provision, § 23-25, gives contractors a 3-day grace window to clear construction material after a job is finished before it becomes a violation.
