Ridgefield, CT Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 310-2, part of Article I of Chapter 310, Streets and Sidewalks, prohibits placing lumber, building material, boxes, crates, barrels or any other material whatsoever on any sidewalk so as to obstruct the free passage on such sidewalk. The section carries no exceptions and does not name a specific enforcing office, so it falls to the general penalty provision of Section 1-2 of the Code, which applies whenever an act is declared unlawful but no specific fine is set elsewhere. Under that provision, the Board of Selectmen's designees, in practice the Department of Public Services, can cite a property owner or contractor whose materials, dumpster, scaffolding or construction debris sit on a public sidewalk.

Section 1-2 caps the fine at $100 and treats each day the obstruction continues as a separate offense, so a pile of lumber left on a sidewalk for a week can generate multiple citations rather than one flat fee. The adjoining Section 310-3 separately bars driving, wheeling or drawing any vehicle, or letting a horse stand, on a footpath or sidewalk except when crossing a driveway, and Section 310-4 bars building or planting anything that physically encroaches into the right-of-way. Property owners doing sidewalk work under a permit issued through Article II or Article V of this chapter should coordinate material staging with the Director of Public Services so that stored materials do not themselves become a Section 310-2 obstruction while a project is underway.
