Ventura County Ordinance Code Section 12303 forbids any encroachment in the county right-of-way, sidewalks included, from impeding or obstructing the right-of-way, denying anyone its use, or impairing sight distance for safe pedestrian or vehicular traffic. The same chapter requires at least eight feet of vertical clearance above any sidewalk or path and bars landscaping from encroaching in a way that blocks pedestrian access.

An obstructing encroachment can be ordered removed or relocated by the Commissioner at the permittee's expense, and unpermitted obstructions are a misdemeanor under Section 12200(b).
