Tinley Park, IL Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Village Code § 99.002 sets a flat rule for the village's public ways: no person, firm, or corporation can cause, create, or maintain an obstruction of any street, alley, sidewalk, or other public way, unless a specific ordinance authorizes that particular obstruction. The section carries forward the 1977 Code's § 99.008 without substantive change.

Enforcement responsibility sits with the Director of Public Works under § 99.001, who supervises all public streets, alleys, sidewalks, and other public ways in the village, oversees work on them, and is charged with enforcing every ordinance provision relating to those public places except traffic ordinances. That gives the village a single department accountable for spotting and acting on obstructions, whether they are construction materials, parked equipment, dumped debris, or anything else blocking a public way without ordinance authorization.

Because § 99.002 does not set its own fine, a violation is punished under the general penalty in § 10.99: a fine of not less than $50 nor more than $750, with each day a violation occurs or continues counted as a separate offense. Section 10.99 also lets the court impose conditional discharge or court supervision under the Illinois Unified Code of Corrections, restitution, community service, or an order to correct the violation by a set date, in addition to or instead of the fine.
