Schaumburg, IL Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Chapter 93 of the Schaumburg Village Code, titled Streets and Sidewalks, gives the police chief broad authority to clear anything blocking a public street, parkway, sidewalk or other public area. 02(A), the chief of police or a designee can order the removal of any article, thing or item that encumbers, blocks or obstructs a public street, parkway, or other public area; if the owner or person in charge does not clear it within a reasonable time after notice, the Village issues a citation. 02(B) lets police physically remove an obstruction that creates a hazard, hold it for ten days so the owner can reclaim it after paying removal costs, and sell it as unclaimed property if no one comes forward.

02(C) is the flat ban that covers everyday sidewalk clutter: no person, business or entity may use the public way to store personal property, goods, wares or merchandise, and nothing may be left in the right-of-way longer than it takes to move it to or from an abutting property. 02(D) separately controls physical street closures, requiring prior approval from the Village or the responsible governmental agency except for emergency utility repairs or safety work already approved in writing. Together the sections mean a homeowner cannot pile construction debris, trash carts, or sale merchandise on the sidewalk or parkway, and a contractor cannot close a lane without sign-off.
