Tonawanda, NY Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Town of Tonawanda Code § 183-6 bars any person, firm or corporation from plowing, shoveling, sweeping, heaping up or otherwise depositing snow, ice, slush or any other material or substance on any street or public place in the Town, outside the Village of Kenmore, which is codified separately. Section 183-7 separately prohibits driving, riding or leaving any vehicle, as defined in the Vehicle and Traffic Law, on any part of a sidewalk, with a narrow exception for crossing a sidewalk to enter or leave a driveway or premises.

A related section, § 183-9, bars painting, marking, writing, printing or stenciling on any street or public property without Town Board authorization, and § 183-8 requires Town Board or Superintendent of Highways approval before anyone digs into, displaces or removes material from a sidewalk or the strip between the street line and curb. Together these sections keep the walking surface and adjoining right-of-way clear of dumped material, parked vehicles and unauthorized alterations. Enforcement runs through § 183-16, the penalty section for the whole article covering §§ 183-1 through 183-16: a violation by a person, firm or corporation is punishable by a fine up to $250 or imprisonment up to 15 days, or both, and each day a violation continues is a separate offense. Anyone who assists in a violation is subject to the same penalties.
