Summary
Essex County bars property owners from letting snow pile up in a way that blocks a county road or its snow removal work.
No person shall create or permit an accumulation of snow on any property or premises adjacent, abutting or otherwise fronting a County road in such a way as to cause an encumbrance, obstruction or impediment to the safety of the traveling public or to the County's snow removal operations.
D. Any person who violates Subsection A, B, or C shall be liable, upon conviction thereof, to a fine of $150 for the first offense, and for each subsequent offense, to a fine of $300.

Under § 130-8, no owner, occupant or other person on property adjacent, abutting or fronting a County road may discharge, dump, shovel, pile, push, blow or plow snow onto a County road, or cause, sanction or authorize that activity, or let snow accumulate on their property so as to create an encumbrance, obstruction or impediment to the traveling public or the County's snow removal operations. Violations carry escalating fines.
