Vineland, NJ Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 630-4 is a flat prohibition: no person, firm or corporation may place or allow to be placed on any Vineland sidewalk any object or thing that encumbers the sidewalk or renders travel on it dangerous or unsafe. Section 630-8 backs that up with an enforcement power rather than a narrow list of banned items: the Director of Public Safety has full authority to prevent obstruction of free passage on any street, alley, footway, sidewalk, pavement or crosswalk whenever a box, basket, crate, barrel or other receptacle, or goods, wares, merchandise or other articles of trade, are placed or suspended there for any length of time, for sale, advertisement, convenience or otherwise.

Because none of §§ 630-2 through 630-12 carries its own separate fine, Article I's closing penalty clause at § 630-13D applies across the whole article: any violation is punished by a fine of $100 to $2,000, up to 90 days in the Cumberland County Jail, or up to 90 days of community service, or a combination as the Municipal Court Judge determines, with each day of a continuing obstruction its own separate offense.
