Whenever the owner or occupant of any lot in the City shall be notified by the Director of Public Works to raise, lower or repair any sidewalk in front of, adjacent to, or upon any premises owned or occupied by him/her, it shall be the duty of such owner or occupant to cause the improvement to be made in the manner and within the time prescribed by the Director. It shall be unlawful for any owner or occupant to neglect or refuse to comply with any such requirement.
