The City shall have the power to assess the whole cost of sidewalks and curbs and not more than three-fourths of the cost of other street improvement work... against the owners of property abutting the highway or section thereof improved, and against the property, and to fix a lien against the property which shall be superior to all other liens and claims... and a charge of personal liability against owners of the property.
