Las Vegas Municipal Code Title 11 places the duty to maintain and repair sidewalks on the abutting property owner, consistent with Nevada home rule authority under NRS 268.410 which permits cities to require adjacent owners to keep sidewalks in safe condition. Public Works inspects sidewalks and issues written notice to repair when trip hazards — typically vertical displacements over one-half inch — are identified. The property owner then has a specified window to make the repair using a licensed contractor pulling a Right-of-Way Use Permit from Public Works. If the work is not completed, the city may perform the repair and bill the cost back to the owner, potentially as a property lien. Damage from city-owned street trees is an exception and city maintenance typically handles those, but root damage from trees on private property remains the owner problem. Sidewalks in newer HOA communities such as Summerlin and Centennial Hills are often maintained through the master association rather than individual lot owners. ADA-compliant replacement is required when rebuilding.
