Burlington, WI Sign Regulations: Digital Billboards (2026)

Section 315-71F of Burlington's Zoning Code permits electronic signs only in the B-1, B-2, and B-2A Zoning Districts, and as a conditional use in the I-1 Zoning District; every other district is off-limits to electronic displays. Signs that show only time or temperature, or alternate between the two, can be affixed directly to a building. Any electronic sign that carries other messages must instead be freestanding or a monument sign, and the message area on that sign face is capped at a maximum of 25% of the total sign area.

0 footcandles measured at any point along the property boundary, with the Zoning Administrator empowered to find a display obtrusive even under that ceiling. The display cannot change more than once every five seconds, no single message may take longer than 10 seconds to display in full, and animation effects such as flashing, pulsing, expanding, bouncing, or simulated explosions and fireworks are flatly prohibited. 5 seconds once fully displayed, and must be followed by two seconds of a still image or blank screen before the next scroll begins. Electronic signs that meet these standards are also exempt from the general prohibition on flashing or intermittent-light signs found in Section 315-65A(1).
