Kill Devil Hills, NC Sign Regulations: Digital Billboards (2026)

Kill Devil Hills' sign code takes a hard line against digital advertising displays. 077(E)(2) prohibits billboards in a single sentence, with no exceptions listed in that division. 077(B)(5), which permits electronic message boards limited to displaying time, temperature and wind direction and velocity, nothing else. 077(E)(15) prohibits LED signs, string accent lights or lighting outright unless the LEDs are used as a light source to internally or directly illuminate an otherwise-conforming wall or freestanding sign. 002 defines SIGN, ELECTRONIC MESSAGE BOARDS to include electronically generated text, images, graphics or video changed by remote or automatic means, expressly naming Electronic Reader Boards, Electronic Message Centers Signs and Tri-Panel Message Systems as covered equipment, so a business cannot sidestep the ban by calling its display something else.

077(A), and a digital billboard or LED message board proposal that falls outside the time-temperature-wind exemption is refused at that permit stage rather than approved and cited later.
