04(G)(13)-(14) allows digital billboards only as part of a policy limiting new billboard construction to areas adjacent to Interstate 75 while prohibiting them everywhere else in the city, in a deliberate trade of quantity for technology: an existing static panel may be converted to digital only if at least 4 existing billboard panels are removed entirely and their structures taken down to the foundation. A converted or new digital billboard must display static messages only, with no movement, scrolling, fading or flashing and no varying light intensity within a single message, and every line of copy and graphics must be at least 15 inches tall or no digital display is permitted at all.
