Redding prohibits both traditional billboards and electronic message board signs outright. Under Section 18.42.080(B) and (D), freestanding off-site billboards and any sign that changes its message electronically are barred citywide, with only a narrow exception for monument or wall-mounted message boards inside the Public Facilities zoning district.

B.Billboards. Billboards are prohibited. Billboards erected prior to adoption of this code shall comply with any city entitlements pertaining to such sign and the Outdoor Advertising Act. ... D.Electronic Message Board Signs. Electronic message board signs are prohibited, with the exception of monument and wall signs in the "PF" public facilities district, and nonconforming electronic message board signs installed prior to the adoption of this section shall comply with all city entitlements authorizing such signs. The director may approve an administrative sign permit for an electronic message board monument or wall sign in the "PF" public facilities district. Alternatively, an electronic message board sign may be approved in conjunction with the granting of a site development permit or use permit pursuant to Chapters 18.13 and 18.14, respectively, of the Redding Zoning Ordinance in the "PF" public facilities district.

Full Breakdown

080, the same section that bars flashing lights confused with traffic signals and off-site advertising generally. Subsection (B) states plainly that billboards are prohibited, carving out only signs erected before the code's adoption that already hold city entitlements and that continue to comply with the state Outdoor Advertising Act. Subsection (D) extends that ban to digital displays: electronic message board signs, defined elsewhere in the code as signs that use lighting to change their advertising message several times within a single hour, are prohibited everywhere in the city with one narrow carve-out.

14 of the zoning ordinance. Nonconforming electronic message boards that were installed before this section took effect may keep operating if they comply with whatever city entitlement originally authorized them, but no new digital billboard, changeable-copy sign, or large-screen display can be erected for a private business, gas station, or shopping center anywhere in Redding's commercial or industrial districts. The related Changeable Copy Sign definition in the code's definitions chapter sweeps in electronic message boards, large projector or television screens, and electronic time-and-temperature units, so the prohibition is not limited to a single display technology.

Violations & Fines

Erecting a prohibited billboard or electronic message board sign in Redding is a code violation under Section 1.12.010 and Section 1.12.020: a misdemeanor punishable by up to a one-thousand-dollar fine and six months in county jail, or, if reduced to an infraction, escalating fines of one hundred, two hundred, and five hundred dollars for repeat convictions within a year. The building official can also order an unsafe or illegal sign removed at the owner's expense under Section 18.42.080(K), with each day the sign remains counted as a separate violation.

Frequently Asked Questions

Can a business in Redding install a digital billboard?
No. Redding Municipal Code Section 18.42.080(B) prohibits billboards outright, and Section 18.42.080(D) separately prohibits electronic message board signs, which covers digital and changeable-copy displays. The only exception is a monument or wall-mounted electronic message board in the city's Public Facilities zoning district, approved through an administrative sign permit.
Are digital gas station price signs affected by this ban?
Electronic message boards are defined broadly under the code's definitions chapter to include any sign using lighting to change its advertising message several times an hour, so a digital price display would fall under the Section 18.42.080(D) prohibition unless it is a nonconforming sign that predates the section and holds a valid city entitlement.
What happens to an electronic sign that was legal before Redding's ban?
Section 18.42.080(D) allows nonconforming electronic message board signs installed before the section's adoption to remain if they comply with the city entitlements that originally authorized them. A sign without that prior authorization is treated as illegal and can be ordered removed.
