12 of the Zoning Code, foreclose digital billboards through two overlapping rules. 116, Regulations for Off-Site Advertising Signs, states flatly that off-site advertising signs are not permitted within the City, and confines any surviving nonconforming billboard to reconstruction or relocation only under a relocation agreement between the City and the sign owner consistent with California Business and Professions Code Section 5412, the state law governing billboard relocation agreements. Real estate and development signs are carved out of the definition, but a commercial digital billboard advertising an off-site business or product is squarely covered by the ban.

112(J)(4) bars movement or apparent movement of or in a sign or a change in intensity of illumination on any on-premises sign, which rules out scrolling or fading electronic message displays too, aside from narrow carve-outs for time-or-temperature signs and theater canopy signs without changeable text. 116 off-site ban, since exceptions apply only to on-premises sign standards. Reader board signage is allowed only for trade schools and community organizations to post event or class schedules, not for advertising.
