Spokane Valley, WA Sign Regulations: Digital Billboards (2026)

130(A) states plainly that 'new billboards shall be prohibited,' with a narrow exception: an existing billboard may be replaced at another location using a structure and copy area of equal or smaller size, in mixed use and nonresidential zoning districts other than Neighborhood Commercial. Replacement billboards cannot exceed the underlying zoning district's height limit, capped at 50 feet in any zone, cannot exceed 672 square feet of copy area, cannot sit closer than five feet to the property line, and cannot extend beyond it. Spacing rules keep replacement billboards at least 1,000 feet from another billboard on the same side of the street, and at least 250 feet offset from one on the opposite side.

The owner must file a complete inventory of every billboard in the City, and a demolition or removal permit for the old billboard must accompany the replacement permit; a billboard not replaced within five years of its removal permit can no longer be replaced at all. Replacement billboards are barred entirely along designated aesthetic corridors. 060(B) requires any electronic message center to carry automatic dimming capability that adjusts brightness to ambient light at all times, with written documentation of that capability submitted with the sign permit application.
