Taylor, MI Sign Regulations: Digital Billboards (2026)

Section 18.06(b)(3) of the Taylor Zoning Ordinance sets the operating rules for changeable message signs, including electronic reader boards, on top of the size and permit limits in Table 18.06.a. Electronic reader boards cannot be installed within 300 feet of an intersection or interchange of collector or arterial streets, and each board must keep a minimum 100-foot separation from any other electronic reader board. Every message must display for at least 30 seconds before changing, and the display can only show letters and logos, so full-motion video or graphics are not permitted.

The ordinance separately bans any appearance of movement or animation in the message or picture and expressly prohibits scrolling and flashing effects. Screens must run on a black background at all times. If any part of the display malfunctions, the sign owner must shut the reader board down until repairs are completed; the Development Services Department enforces this through its sign inspection authority under Section 18.08. A permit is required under Table 18.06.a before a changeable message sign is erected, limited to one per street frontage in nonresidential districts.

Violations of the zoning ordinance, including illegal digital displays, are municipal civil infractions under Section 25.10, carrying fines of up to $500 per day the violation continues.
