Terrebonne Parish, LA Sign Regulations: Digital Billboards (2026)

Article IV of Chapter 6 sets the parish's outdoor advertising rules for billboards within the urban service district of Houma and Terrebonne Parish generally. Under § 6-126, illuminated signs may display customary public information such as time, date and temperature, but no revolving or rotating beam or beacon, and no flashing device, is permitted as part of any sign. External lighting such as floodlights and gooseneck reflectors is separately regulated to keep beams off the traveled way, and no structure may project into the direct line of vision of a traffic signal within 660 feet.

Beyond illumination, § 6-123 caps sign face area at 700 square feet with no more than two faces per support structure, and § 6-125 sets a 45-foot maximum height and 7-foot minimum clearance. Spacing rules in § 6-124 require a minimum 500-foot separation between junior panel or standard poster panel signs along the same thoroughfare, and 1,500 feet between painted bulletin signs. A permit from the parish is required before erecting any billboard, per § 6-131, with fees of $40 for a junior panel sign, $80 for a standard poster panel and $120 for a painted bulletin sign under § 6-132, and each permit expires if the structure is not installed within two months.

Digital or electronically lit billboards that add motion, flashing or rotation beyond a static time/date/temperature display are treated as prohibited or unlawful signs under §§ 6-127 and 6-130, giving the parish authority to order removal after 15 days' written notice and, if the owner fails to comply, to dismantle the sign and bill the owner $100 for removal and storage.
