Trenton, NJ Sign Regulations: Digital Billboards (2026)

Under Zoning Code Sec. 6, electronic message signs 'cannot operate as a commercial off-premise sign,' with the only carve-out being noncommercial public service messages. Because Trenton's ordinance separately defines billboards as off-premise signs, and repeats that billboards 'also known as off-premise signs, are permitted only in accordance with Sec. 9,' the electronic message sign provision forecloses any billboard from carrying a digital or LED display for paid advertising anywhere in the city; the standalone electronic message sign use, by contrast, is allowed on-premise as part of a freestanding, marquee, or blade sign in the C-MX, MU-T, I-L, I-G, and I-MU Districts under Sec.

1. Static, non-digital billboards remain legal but tightly boxed in. A billboard up to 300 square feet and 20 feet tall needs only a zoning permit and is limited to the I-L and I-G industrial districts, at least 1,000 feet from the D&R Canal. A billboard exceeding 300 square feet, up to a hard cap of 672 square feet (14 feet vertical, 48 feet horizontal) and 30 feet in height, additionally needs conditional-use approval and must be oriented to show only toward a limited-access highway per NJ DOT outdoor advertising standards.

Every billboard, regardless of size, must sit at least 300 feet from a residential district, cannot extend over a sidewalk, cannot be stacked next to another billboard, and cannot be placed atop a building.
