6, EVSE and Make-Ready parking installations are a permitted accessory use in every zoning district and cannot be denied a variance. For a multi-family development of five or more dwelling units, including condominium, cooperative, and mixed-use projects, the developer must prepare at least 15% of off-street parking spaces as Make-Ready at preliminary site plan approval, wire one-third of that 15% with actual EVSE immediately, another third within three years of the certificate of occupancy, and the final third within six years. At least 5% of the installed EVSE must be accessible for people with disabilities.

Parking lots and garages outside the multi-family rule follow a sliding scale: one Make-Ready space for 50 or fewer total spaces, two for 51 to 75, three for 76 to 100, four (one accessible) for 101 to 150, and 4% of total spaces (5% accessible) above 150 spaces; installing EVSE outright satisfies the Make-Ready obligation. Retailers with 25 or fewer off-street spaces and single-family homeowners are exempt entirely. Each EVSE or Make-Ready space must be at least nine feet wide by 18 feet long, and a space fitted with EVSE or Make-Ready equipment counts as two spaces toward minimum parking requirements, capped at a 10% reduction in required parking.

Publicly-accessible EVSE spaces must show green pavement or curb markings, a charging pictograph, and posted signage listing hours, fees, and a 24-hour equipment-problem contact number.
