Upper Darby, PA Sign Regulations: Digital Billboards (2026)

§ 550-37H sets Upper Darby's billboard standards: billboards are permitted only in the C-2 and C-4 Districts, must sit at least 500 feet from the next billboard, cannot exceed 300 square feet, must sit at least 35 feet from a street right-of-way, cannot fall inside a sight triangle under the Township's Subdivision and Land Development Ordinance, and cannot exceed the district's maximum building height by more than 20 feet. § 550-37I then layers on the digital-display rules: a CEVMS, defined in § 550-36 as a sign whose illumination is 'not kept stationary or constant in intensity and color at all times when such sign is in use, including an LED (light-emitting diode) or digital sign,' must fit within the same maximum sign area allowed under § 550-37E, G and H, and only one primary sign per premises may carry one, with a maximum of two CEVMS faces on that sign.

Each message must display unchanged for a minimum of five seconds, and the transition to the next message cannot take more than one second, with no dissolve, fade, flashing, animation or movement effect permitted, and illumination intensity must remain constant. A CEVMS must also sit in a zoned or unzoned commercial or industrial area to qualify as conforming.
