Upper Darby regulates window signage as part of the permit-required sign standards for the C-1 through C-4 Commercial Districts under § 550-37G(3). Together the two provisions prevent a storefront from wrapping its windows in advertising to get around the attached-sign area cap, since window coverage is both counted against that cap and independently limited to a quarter of the glass.
