Waukesha, WI Sign Regulations: Digital Billboards (2026)

Waukesha treats any sign 'within City limits but not on the Premises of the business with which it is associated' as a Billboard Sign under Section 27.02, and every one needs a Billboard Sign Permit issued by the City Planner before it goes up, though changing the advertising face doesn't require a new permit as long as the Sign Area stays the same. The Planner can deny an application if the sign would be aesthetically incompatible with nearby buildings, obstruct a scenic or historic view, unreasonably block light or air from windows, or interfere with a neighboring solar panel or antenna installation.

Citywide, the number of Billboard Signs is hard-capped: Section 27.05 states flatly that the total shall not exceed 10 at any time, city-wide, regardless of zoning district. For the electronic ones, the code bans flashing, moving images, or alternating visual effects outright. A digital face can update its message, but the transition itself must complete in half a second or less, and the display can't change to a new message more than once every 8 seconds. Billboards are otherwise exempt from the standard Gross Sign Area limits that apply to on-premise signs, but they must still meet the design and maintenance standards in Section 27.03(6) and obtain a separate electrical permit for any illumination.
