31 to pylon signs and layers extra restrictions onto lots that abut Interstate Highway 35E. A pylon sign on any lot may rise to a maximum of 20 feet including its base, but only on lots over five acres or where the anchor tenant occupies more than 50,000 square feet of floor area; sign copy is capped at 160 square feet, with shopping-center or business-center name copy excluded from that area calculation. 31(C) generally allows one pylon sign per lot, but freeway frontage triggers its own spacing rule: lots over three acres that abut IH-35E must keep a minimum 200-foot separation between that pylon sign and any other monument, pylon or pole sign on the same lot, while lots over 20 acres must keep 300 feet of separation.

Lots over three acres, freeway-fronting or not, get one pylon sign per street frontage. Every pylon sign must sit back at least 25 feet from the back of curb or edge of street pavement and comply with the city's Visibility Ordinance, and its base must be framed in brick, stone or matching materials at least eight inches deep with no exposed metal can. 31(I) is the electronic-message carve-out for freeway lots: only one-third of a single pylon sign's area may display changing electronic messages, and only where the sign sits on a lot of five acres or larger that abuts IH-35E, with each message held for a minimum of seven seconds before changing.

32, applies exclusively to lots abutting IH-35E: 35 feet maximum height and 125 square feet of area on lots of three acres or less, rising to 50 feet and 250 square feet (plus 125 square feet per additional sign) on lots over three acres, all still requiring the pole sign to sit adjacent to IH-35E itself. Both sections were adopted under Ordinance 3899, § 2, on March 19, 2019.
