Because Chapter 7's general prohibited-signs list bars new billboards outright unless authorized by this narrow conversion pathway or a pre-existing S-P zoning case, freeway-facing billboard advertising in Irving is effectively limited to the inventory of pre-1999 structures the city already has, converted one at a time as owners apply and meet the performance and spacing standards.
