Garland County, AR Sign Regulations: Freeway-Facing Signs (2026)

Section 46-28 of the county's road specifications chapter defines a "sign" broadly as any outdoor advertising sign, light, display, device, figure, painting, drawing, message, placard, poster or billboard, permanent or portable, used to advertise or inform. An "off-premises sign" is one advertising or informing about a business, product, service or activity that is not sold, produced or offered at the property where the sign sits, the classic billboard scenario. The county prohibits all off-premises signs visible from a designated scenic corridor, except for signs approved under the state highway department's logo sign program (Arkansas State Highway Commission Minute Order No.

87-518) and official traffic or government signage. Two roadways currently carry the scenic-corridor designation: the Highway 70-270 East/West arterial, also known as the Dr. Martin Luther King, Jr. Expressway, and all future extensions of it, and Highway 7 North from its junction with Highway 5 to the Garland-Perry County line. The quorum court can add other roads to the list by ordinance. Section 46-29 layers on a related but separate ban along State Highway 88 (Higdon Ferry Road), designated a "construction corridor": all off-premises signs visible from it are prohibited using the same definitions, and the quorum court can lift that ban by a follow-up ordinance once the Highway 88 project is declared complete.
