Santee, CA Sign Regulations: Freeway-Facing Signs (2026)

The code defines 'freeway' as State Route 52, State Route 67 or State Route 125, and a 'freeway-serving sign' as any wall or freestanding sign oriented toward traffic on one of those routes that will retain an unobstructed view from it. Freeway-serving uses are listed as banks, hotels and motels, restaurants, gas stations, automobile and recreational vehicle dealerships, shopping centers and regional uses, though additional businesses can qualify for that classification under Section 13.32.050(C)(6)(b) with a conditional use permit. Class 2 of Table 13.32.050C lets that larger, taller sign go forward only with a conditional use permit under Section 13.06.030, and only on findings that the size is needed for safe motorist reaction time, is the least obtrusive design solution for the site, stays readable from the freeway, and satisfies Federal Aviation Administration rules on navigable airspace.

A qualifying business can instead transfer its freestanding sign area to wall signage on a double-frontage building's freeway-facing wall, up to twice the building frontage, and when more than one premises shares a single freestanding sign the area allowance rises to 84 square feet. Design standards for these signs favor monument signs or signs integrated into architectural features such as towers or cupolas, prohibit roof signs, and require every freeway-serving sign to be oriented toward the freeway; a single tenant occupying an entire building on a separate pad within a 10-or-more-tenant center is instead capped at the base 24-square-foot, 6-foot standard.
