HMC 5.24.030, the Advertising section of the garage-sale subchapter, splits into two rules. Subsection A confines signage to the seller's own property: signs advertising such household, yard and garage sales may only be posted on the property of the owner or person in charge of the property upon which the sale will occur. That means a sign directing traffic from an intersection, a neighbor's yard without permission, a utility pole or the public right-of-way is not authorized under this section, even though the sale itself may be lawfully held. Subsection B is a deliberate contrast: advertising on radio, TV, newspaper, internet and similar mediums is allowed without limitation, because those channels do not place a physical object on someone else's property or in the right-of-way.

The sign rule travels with the frequency and duration limits in the same subchapter: a sale may run at most four consecutive days per HMC 5.24.010, and that duration effectively caps how long an on-property sign can stay up under a valid sale. Enforcement follows HMC 5.24.040: an owner presumed to be violating the sign placement rule is first served a copy of the specific code section violated, and the City must hold off enforcement for at least 96 hours after service. A further violation after that notice authorizes enforcement without additional warning. Because Subchapter 5.24 carries no sign-specific fine, a violation defaults to the Code's general penalty at HMC 1.08.010(B), a $500.00 civil penalty, with each day of a continuing violation treated as a separate offense under HMC 1.08.030.
