' The terrace is the strip of grass most Wausau residents maintain between the sidewalk and the curb, and even though homeowners mow and shovel it, it remains public street right-of-way rather than private yard. Planting a sign there, or in the boulevard along a street with no sidewalk, puts the sign in the same category as a sign staked in the middle of the road: it is prohibited regardless of how small or temporary it is. The subsection does not stop at the right-of-way ban; it also requires that any garage sale sign comply with the balance of the sign regulations in Article IX of Title 23, the article that governs sign area, height, illumination and placement citywide.
