Enforcement only kicks in if decorations encroach on public right-of-way, block sight triangles, create wildfire fuel near a structure in a Very High Fire Hazard Severity Zone (PRC §4291 — abatement plus costs), or generate a documented nuisance (excessive light spill, crowds, traffic). Commercial properties displaying seasonal banners/signage do need temporary sign permits under §16.36. HOA fines (where applicable) are governed by the recorded CC&Rs.
