San Bernardino does not regulate holiday displays by content and allows lights and decor on private property, subject to the noise ordinance, electrical safety rules, and no blockage of public sidewalks or traffic signs.
San Bernardino Development Code Chapter 19.22 does not regulate holiday decorations by topic, consistent with the content-neutrality requirement of Reed v. Town of Gilbert. Residents may install holiday lights, inflatables, yard displays, and similar temporary decor on their own private property without a permit, provided the display does not cross a property line without consent, overhang a public sidewalk below 8 feet, block a streetlight or traffic sign, or direct bright or flashing lights at drivers in a way that creates a traffic hazard. Amplified holiday music and caroling shows must comply with the city noise ordinance, which limits noise exceeding 55 dBA at residential property lines between 10:00 PM and 7:00 AM. Electrical installations must use outdoor-rated GFCI circuits, and large-scale displays involving new wiring, stage construction, or temporary power should be permitted through the Building and Safety Division. Displays obstructing the public right-of-way, including tents or light trees placed in the parkway, are not allowed. Popular holiday light neighborhoods like Christmas Tree Lane traditions in older neighborhoods generally coordinate with the Police Department for traffic control. HOAs in planned communities such as Rosena Ranch, University District, and Valle Vista commonly restrict display dates (for example, no earlier than Thanksgiving and removal by mid-January) and brightness, which is enforceable under Civil Code 4700 through 4710.
