Christmas displays and similar non-advertising holiday decorations are expressly exempt from Katy's sign regulations but must comply with fire safety rules.
Article 3.06 of the Katy Code exempts Christmas displays and similar temporary holiday displays from sign permitting and dimensional requirements, provided the displays do not include commercial advertising. Such displays remain subject to the city's fire prevention code and any rules promulgated by the fire marshal. Residents and businesses may decorate without obtaining a sign permit, but must avoid blocking egress, hydrants, or creating fire hazards.
Displays that include advertising lose the exemption and are subject to standard sign rules. Fire code violations such as blocked exits or unsafe wiring can prompt orders to remove the display.
