V. Mechanical Equipment.

2. Dwellings shall be provided with the required heating facilities capable of maintaining a room temperature of 65°F (18°C) in all habitable rooms, bathrooms, and toilet rooms. The required room temperatures shall be measured 3 feet (914 mm) above the floor near the center of the room and two feet (610 mm) inward from the center of each exterior wall.
3. Cooking appliances shall not be used, nor shall portable unvented fuel-burning space heaters be used, to provide required heating. Portable space heaters may not be used to achieve compliance with this section.

1. Plumbing fixtures shall be properly installed and maintained in working order, and shall be kept free from obstructions, leaks, and defects, and shall further be capable of performing the function for which such plumbing fixtures are designed.
