Under Tallahassee Land Development Code Chapter 7 (Sign Code), Sec. 7-32, holiday decorations β including seasonal lighting, wreaths, banners, and ornamental displays β are expressly listed among signs exempt from permit requirements, provided they carry no advertising message. The exemption applies to both residential and non-residential properties. There is no specific day-count limit in the exemption itself; however, decorations left in place beyond the relevant holiday season may be reclassified as permanent or temporary signs subject to standard permitting rules. Code enforcement officers may issue a notice of violation if displays constitute advertising or remain up indefinitely. Enforcement is handled by the City's Code Enforcement Division under LDC Sec. 7-61 et seq.
